Yuki Kondo 2f30504769 [FAB-10340] Fix broken link in chaincode-docker-devmode 
This CR fixes broken links to the install manual
in fabric-samples/chaincode-docker-devmode/README.rst.
The style is also updated to follow the style of rst.
