Arnaud J Le Hors 2e7fec9da8 [FAB-15601] BYFN: Fix MAX_RETRY for couchdb
CR31665 increased MAX_RETRY to 15 which allowed the fabcar go test
to succeed but the fabcar javascript test still fails. This sets
it to 20 in hope this will be enough.
