Pin release-1.3 samples to node.js "~1.3.0"
and update all version references in fabric-samples.

According to this tutorial http://hyperledger-fabric.readthedocs.io/en/latest/write_first_app.html
the function name is spelled changeCarOwner.
Renamed changeCarowner to changeCarOwner.

fabcar uses 1.0.2 node modules changing it to unstable so that
latest node modules can be used on master branch

chiancode and the corresponding README files
